RACS is a purely voluntary security program for our neighborhood. It is a separate entity from the civic associations of Morningside Place, Southgate and Old Braeswood and is solely supported by the neighborhood residents. In order to be a member of RACS, you must pay RACS fees separately from civic association dues. Why Should We Pay for RACS? The ambiance of our neighborhood, the value of the investment in our homes and the perception of our area as one of the safest in Houston doesn’t come without the commitment and hard work of you and all your neighbors working together. By joining RACS you receive many benefits. The RACS program has been in place since 1988 and, in addition to the security afforded by a visible and active law enforcement presence (RACS deputies are certified law enforcement officers), also provide neighborhood patrols, issues tickets, perform vacation and other special watches, answer alarm calls, answer calls for suspicious persons and provide individual security assessments. Additionally, RACS constables are eager and excellent speakers at neighborhood forums and meetings. Of course, all of these services are not free and come with a cost. By joining RACS, you are entitled to use as many of the services as you wish, as many times as needed. However, if you choose not to join or not renew your RACS membership, you are not entitled to use the RACS services (including the dispatch number). In addition, you are letting your neighbors pay for a service which you receive anyway – the patrolling of our streets. If

neighborhood. Enrollment forms are sent out in the November and May
newsletters to all residents. Please
